People  with special needs represent those who have had a disease or condition that made it difficult for them to do the things that others do normally and smoothly, as this term is given to a person who suffers from a physical or mental condition that may limit his movements or senses.

There are one billion people - approximately (15%) of the world's population - who suffer from severe disabilities that limit their participation in family, community and economic life, 80% of whom live in low- and middle-income countries, according to statistics issued by the World Health Organization, where access to  basic health and social services are often limited to all citizens, and therefore they put more pressure on people with special needs.

In Yemen, there is a large proportion of people with needs that may also reach (15%) - approximately four and a half million - of the total population estimated at about (30) million, according to a previous report by Amnesty International;  There is no official statistic with the competent authorities in Yemen.

The percentage of disabilities has increased in recent years due to the war and its impact on the human body. It adds a new tragedy, neglect and pain that increases with the rise and diversity of requirements for this group of society, and according to the type and nature of the disability, which is between complete or partial deficiency in a stable manner in physical or sensory abilities.  , mental, communicative, educational, or psychological, to the extent that it reduces the possibility of meeting its normal requirements in the conditions of non-disabled peers .

The health requirements for people with special needs are of great importance, aiming to pay attention to “health of people with special needs” according to well-studied plans by working to provide comprehensive care services that are provided to every disabled person who needs care by virtue of his health condition and degree of disability, or by virtue of his social status, and work to improve  early detection, diagnosis and referral of this population group to specialists, which calls for early intervention.

As well as providing preventive, curative and rehabilitative services, including preventive genetic counseling, conducting various laboratory tests and analyzes for early detection of diseases, taking the necessary immunizations and achieving a certain degree of mental health for them;  Disability causes them to suffer from various psychological disorders such as anxiety, depression, aggressiveness resulting from isolation, and fear of integration into society.

In addition, it is supposed to prepare a registry for people with special needs, provide unimpeded access to services, and work to encourage their integration into society, by providing them with practical support and accessible health care services, with the aim of enabling them to achieve a better future for themselves and others, and to work  to adopt the unified mandatory health insurance, and to provide health services in all health institutions at the level of all governorates of the Republic of Yemen.

Providing health care is important for people with special needs and worthy of attention according to an Islamic reference that urges attention to the human being as a whole.  Rather, it made its highest goal to preserve and protect its legitimate rights, which are among the most basic requirements that are supposed to be presented to them as citizens.
